Teenagers are notorious for having poor judgement so it's up to their parents to make sure of what they are up to, and if they can see that it's more than just wearing the clothing, they need to act on it.

I think it is great seeing older teenager (16 or so) dressed up and ToTing! It means that they are not ashamed of having fun, they are out for a legal ( in my state anyway) good time and they are getting jacked up on chocolate and not other things!
