There's nothing fundamentally wrong with the idea, but all it takes is one person to get offended by it and start trouble.
As far as the makeup goes I have no idea. Makeup is not my specialty unfortunately.

A few years ago, a girl friend at work (we were encouraged to dress up), made herself up as a black person. She used foundation, like Cover Girl, intended for a black woman on her face. It was very smooth and looked very good. For the most part it was received well, a few black people made comments. Good luck with it.

Why do you want to be black?

Okay, I've stopped giggling...
My Bro-in-law once dressed as the 'token black man' for Halloween.
He took a cork and held the end in a flame until it light and then blew it out right away, let it cool and then rubbed it on his face.
It took a while but it looked pretty good, but you have to be careful not to rub against anything light colored.

It really sounds like you are not doing this to be offensive, but I would SO recommend that you don't do that, especially if you are going to a party where there is any chance of people being there that are not your good friends.
It would be so easy for someone to take major offense to your costume and it could cause a huge fight.
If it's all good friends, then I'm sure everyone will know that you don't mean it in any bad way, but WOW can I see a big time brawl over it.

If your trying to look a character from a movie or book that is understandable. But if you are just being a black person some people may think you are making fun of African Americans.
