Need a bit of help with Dr. Steel costume

So, Halloween is arriving and I desperately want to go as Dr. Steel.

I plan on going so far as to shave my head and glue the hair to my face:
However, I want the facial hair to look good, as in the following photo:

Does anyone have tips for a type of glue, instructions, etc. that I could use for the beard?
I have pretty much everything else covered.
