Halloween Discussion Forums, Costumes, Horror!

Hi-
For thre past seven years I have run three Halloween radio station called The NeverEndingWonder Halloween Radio Empire.

I need a new masthead for my webpage. The one I've used for the past seven years is something I threw together myself in paintshop pro, and it's pretty lame. Here's the page:

I pay all the expenses of the radio station out of my pocket and don't run any ads or anything, so I don't have a ton of money to spend on this project. I am offering the princely sum of $20.00 to someone who would be interested in working with me on this.

I know- most of you are laughing at me right now and cursing me for being a cheapskate. You're right- but I'm honestly offering what I can afford.
