Halloween TV Special from maybe the 70's

Maybe somebody can help me with this. I have vague memories of this Halloween special I watched one year. It was live action and the basic plot revolved around the fact that Halloween couldn't happen until the witch flew by the moon. But the witch was feeling under appreciated and refused to it. She wouldn't do it until a vampire found a little girl dressed as a witch and took her to see the witch. The little girl explained to the witch that the witch was her favorite part of Halloween and that was why she dressed as one every Halloween. This then convinced the witch to fly my the moon. Does anybody else remember this show or what it was called?
We're the farmer's scarecrows
We scare away the birds,
We keep the farmer's corn safe

But when Halloween comes
We jump out of the ground
And we scare the boys and girls
When they come walking 'round.

I don't recall it, and I loved witch movies even back then, sorry.

almost positive that youre talking about the Judd Hirsch made for TV film 'The Halloween That almost Wasnt' from the late 70s
