Somewhere, when I first found these forums, I posted a list of costumes/themes my husband and I were thinking about doing for the next 5 or so years. (Does anyone else think this far ahead? Hehe.) On our list so far (in no particular order) we have persians, mad scientists, voodoo, alice in wonderland, and pirates. I thought of another theme today... I'm more or less posting so I don't forget, since my little red book of Halloween (where I keep all my ideas) is at home.... AND I'm posting to toss ideas out there for my fellow Halloween fans to critique. (Cause you guys are just awesome).
I wonder how good a Jack Frost costume sounds.... it's not very "Halloween" per-say, but if done proper, you could certainly come up with a costume for the mischievous Mr Frost that looks like some scary denizen of evil. Thoughts?

One year we went as Titanic 'victims' we took old clothes and put rips in them then dusted them with baby powder. There was also a lot of blue/gray make-up. We used hair gel in our hair along with fake snow to give it that 'frozen' look. I'm sure you could do something similar

They sell ice ghost paints at lots of wal-marts and costume stores, and I used it one year, It looked so awesome. Also you said that you make themes and idears, well try putting new twists on old ideas ,for example...Instead of having a regular vamp try making it an icevamp or a vampire that is trapped with chains (or somthing like that). Your ideas can be the next great Halloween idea.
