I can not find out where I can get this cartoon. This is a cartoon about a witch that allows everyone in town to turn into there favorite halloween characters from the costume there wearing. This is a 1970's cartoon from Rankin-Bass it used to air on nbc or abc. I wish someone was selling it or can make me a copy.

You can buy used copies of just Witches night out. Do a search on google for:
